Spark, together with the Verian Group and the Centre for Strategy & Evaluation Service (CSES), is supporting the European Commission (DG CONNECT) in a comprehensive assessment of the Digital Single Market (DSM) Directive and its application across the EU.
The Directive has played a central role in modernising the EU’s copyright framework, establishing rules designed to facilitate the use of copyright-protected content in the digital environment, improve licensing practices, and strengthen the functioning of the online copyright marketplace. Its provisions span areas such as text and data mining, education, preservation, licensing mechanisms, press publishers’ rights, platform responsibilities, and the remuneration of authors and performers.
The study will provide DG CONNECT with detailed methodological and analytical support to gather quantitative and qualitative evidence on how the Directive has been implemented in Member States and how it has affected right-holders, online market players, and users. The findings will feed into the Commission’s report to be produced under Article 30(1) of the Directive.
