Chloe Fulcher is a Senior Legal Consultant and Head of PR and Communications at Spark Legal and Policy Consulting, where she has been working since 2020. She also leads the Justice and Home Affairs area.
Chloe has participated in DG JUST, OLAF, and FRA studies on various topics, in the role of project coordinator, legal task coordinator, and legal expert. She has worked on studies regarding both criminal, civil, and fundamental rights law, such as the “Study on the application of the rules on state liability for breaches of Union law and on the application of the preliminary ruling mechanism under Article 267 TFEU in the Member States of the European Union”, which she coordinated, and the “Study to support the Evaluation of the implementation and impact of Regulation (EU) 2017/1939 of 12 October 2017 on the European Public Prosecutor’s Office (EPPO) and of the effectiveness and efficiency of the EPPO and its working practices”, where she coordinated the implementation check of the Regulation into national law. Previously, she also acted as a legal expert on the “Study to support the preparation of the initiative to extend the list of EU crimes in Article 83 of the Treaty on the Functioning of the EU to hate speech and hate crime”.
Before joining Spark, Chloe completed an LL.M in European Law at Leiden University (2020) in the Netherlands. Previously, she obtained her bachelor’s degree in Law from the University of East Anglia (2019) in the United Kingdom.
Chloe is a native English speaker and has a good understanding of Spanish.
