New Complementary Study on the Workplace and Display Screen Directives

The Workplace Directive (89/654/EEC) and Display Screen Directive (90/270/EEC) both establish minimum standards for workplaces and address hazards related to screen work, requiring employers to assess risks and take appropriate measures. 

Spark is excited to build on its previous work on the Workplace and DSE Directives, further updating its 2023 report with a new complementary Study. This study will examine recent developments, including the rise of teleworking, digitalisation, and evolving work patterns shaped by COVID-19. By expanding on our initial findings, we will assess how these changes impact workplace safety and health, particularly in the context of modern technologies and shifting work environments.

This Study will update and expand on previous research on two key EU Directives: the Workplace Directive and the Display Screen Equipment Directive, which set minimum safety and health standards for workers in the EU. It will also explore potential policy options for updating these Directives, evaluating their economic, social, and environmental impacts. The Study will examine the implications of proposed changes on competitiveness, digitalisation, and fundamental rights, update data on workers covered by the Directives, assess technological advancements, and review the baseline scenario for future trends up to 2035.

Spark is excited to reunite with the same team and collaborate once again in consortium with Deloitte, Panteia, and VHP to support DG EMPL in updating the EU occupational safety and health (OSH) legislative framework. Our role will primarily focus on equality and non-discrimination, assessing policy options against key EU and international frameworks, including the EU Charter of Fundamental Rights, the UN Sustainable Development Goals (SDGs), and the UN Convention on the Rights of Persons with Disabilities (CRPD).

The findings of this study will help to enhance worker health and safety while minimising unnecessary administrative burdens.
