We are proud to announce that we have been awarded a new contract by the European Commission (DG ENER) for the ‘Study on the assessment of use cases and business models for smart and bidirectional recharging in the context of energy system integration’.
This project will directly support the European Commission’s development of the Electrification Action Plan, due in early 2026. The objective of the Study is to provide the European Commission with a comprehensive and forward-looking assessment of representative use cases and associated business models for smart and bidirectional recharging. The study will assess the measures and actions implemented across the EU, describe the challenges that need to be addressed, and consider standardisation needs.
Spark, as part of a consortium together with Ramboll and Transport & Mobility Leuven, will contribute to this Study by conducting a legal assessment of the EU legal framework relevant for smart and bidirectional recharging, such as Directive 2019/944 on the electricity market, Directive 2023/2413 on renewable energy and Regulation 2023/1804 on the deployment of alternative fuels infrastructure, and identifying regulatory barriers at the EU and Member States levels, with the support of our network of national legal experts.
We aim to identify good practices across selected Member States and provide practical recommendations that enable meaningful progress for both the Commission and Member States in advancing smart and bidirectional recharging across Europe.
