New Study on Subcontracting and Intermediaries in the EU Construction Sector

FIEC and EFBWW, the recognised EU social partners in the construction sector, have launched a new initiative titled “DESOCO 3 – Continuation of Decentralized Thematic Social Dialogue for the Construction Industry”, with the support of the European Commission.

The project aims to strengthen cooperation among national social partners, enhance social dialogue, and address key challenges in the construction industry such as subcontracting practices, the use of temporary work agencies (TWAs), and other intermediary arrangements.

This initiative builds on previous efforts to modernise labour market structures and support the green and digital transitions in the construction sector. It also aligns with the EU’s commitment to strengthening social dialogue and ensuring fair working conditions across Member States.

The DESOCO 3 project focuses on analysing both EU and national legislation related to subcontracting in the construction sector. A central component of the initiative is a comprehensive study that will:

  • Map existing legal frameworks across the EU and ten selected Member States.
  • Identify limitations applied to subcontracting chains.
  • Examine the use of TWAs and other intermediaries.
  • Promote best practices and innovation in social dialogue.
