New Study on the EU Firearms Directive

We are proud to announce that Spark has been awarded a new contract by the European Commission (DG HOME) to support the evaluation of the Firearms Directive (Directive (EU) 2021/555).

The Firearms Directive sets common rules on the acquisition and possession of civilian firearms in the EU, balancing lawful movement with security, traceability and protection against misuse and trafficking.

The Study will support the evaluation of the Directive and its implementation across EU Member States, assessing whether the EU firearms framework continues to ensure EU added value and remains effective, efficient, coherent with other instruments, and relevant in light of recent developments.

Spark, as part of a consortium with Ecorys, Arquebus, Small Arms Survey and Fondazione SAFE, will contribute through legal and policy research, stakeholder interviews and data analysis. Our work will help inform policies that protect public safety while preserving proportionate and workable rules for the lawful possession and movement of civilian firearms within the EU market.
