On the 30th of June, the European Commission published a new guidance package to help EU countries in implementing the Recast Energy Performance of Buildings Directive (EPBD).
This is a key step toward clean energy, energy independence, lower emissions, and reduced energy bills for all European citizens. The guidance consists of 13 annexes, dedicated to specific topics, including energy performance certificates, minimum energy performance standards, the financial framework to support energy-performance improvements, or databases for the energy performance of buildings. The guidance package is accompanied by secondary legislation, under the form of a Delegated Regulation revising the methodological framework for calculating cost-optimal levels, and an Implementing Regulation on the transfer of information from national databases to the EU Building Stock Observatory. Lastly, templates for preparing National Building Renovation Plans have also been published as part of the EPBD implementation package.
At Spark, we are happy to have supported DG ENER in drafting this important guidance, in consortium with BPIE, VITO and Wuppertal Institute, and led by Ramboll. Our work has directly fed into the guidance documents on databases for the energy performance of buildings and on energy performance certificates.
