New Study on the the New Legislative Framework for EU product legislation

Spark is proud to collaborate with CSES in supporting the European Commission’s Impact Assessment of the New Legislative Framework (NLF) for EU product legislation.  

The NLF strengthens the enforcement of EU internal market rules by improving market surveillance, clarifying CE marking, and establishing a consistent legal toolbox for future product legislation. This includes clearer rules for conformity assessment bodies and more coherent procedures across sectors. 

Commissioned by DG GROW, the current Impact Assessment builds on the findings of the 2022 Evaluation of the NLF and explores whether and how the framework could be revised to better support product safety, innovation, and sustainability across the Single Market. 

The study will assess a range of policy options to address challenges identified in the Evaluation, such as: 

  • Simplifying product information obligations through digitalisation. 
  • Improving controls for online sales.
  • Enhancing coherence and clarity across EU product legislation.
  • Strengthening oversight of conformity assessment bodies. 

As part of the collaboration, Spark contributes legal expertise to help assess the legislative landscape and support the development of evidence-based policy options.
