Alexandros Giannoulas

Alexandros Giannoulas is a Legal Consultant at Spark Legal and Policy Consulting, where he has worked since 2020. Alexandros leads the policy area of Financial Services, Capital Markets and Taxation.

Alexandros has participated in various studies for DG COMP, DG ENER, DG GROW, DG CONNECT, DG EMPL, DG SANTE, and HaDEA, often acting as a legal task manager and legal analyst. He is currently working on several projects focusing on the intersection between law and economics for DG COMP, such as the ‘’Support Study for the evaluation of Regulation 1/2003 and 773/2004’’ and the ‘’Support Study for the evaluation of the Technology Transfer Block Exemption Regulation )’’ and on projects in the field of energy, such as the Study on the ‘’Assistance with the verification of compliance of national legislative measures implementing Directive (EU) 2019/944 on common rules for the internal energy market for electricity and amending Directive 2012/27/EU ”.

Prior to receiving an LL.M in European Union Law from the University of Amsterdam, Alexandros obtained his LL.B at the National and Kapodistrian University of Athens, complemented by legal studies at the University of Southampton. Alexandros has been a qualified lawyer of the Athens Bar Association since 2019.

Before joining Spark, Alexandros gained professional experience through traineeships in Brussels in the consultancy and public affairs’ sector with a focus on advice on EU rights, as well as by working for Greek law firms specialised in Civil and Commercial Law. Furthermore, he conducted legal research and analysis in relation to Greek law across various policy areas as a freelancer.

In addition to his native Greek, Alexandros is fluent in English and has a good knowledge of German, Spanish and French.
