Spark, together with Ramboll and Transport and Mobility Leuven, is pleased to announce the publication of the “Study on the assessment of use cases and business models for smart and bidirectional recharging in the context of energy integration” for the European Commission (DG ENER).
Considering the importance of the electrification of transport for energy system integration, charging patterns are playing a growing role in grid utilisation and system balancing. Smart and bidirectional recharging (SC and BDC) can help manage peak demand, optimise network use, integrate renewable energy, and reduce costs for consumers.
Drawing on desk research, legal analysis, stakeholder consultation and targeted case studies, the study assesses measures and actions implemented at national EU and international level, identifies key challenges, and considers recently adopted legislation and standardisation needs. Its overall objective is to map and analyse the technical, regulatory, financial, and legal enablers and barriers to the effective deployment of smart and bidirectional charging technologies.
Based on the assessment, the study includes 21 concrete recommendations, identifying priority actions within the existing framework and highlighting the importance of implementation clarity, coherent standards and market arrangements, and the targeted use of public support to enable SC and BDC to contribute at scale to an efficient, resilient and integrated European electricity system.
Spark contributed to the mapping and legal analysis of the current EU legislative framework relevant to smart and bidirectional recharging. Drawing on its network, Spark also carried out a comparative analysis of the legislative frameworks of six Member States, namely France, the Netherlands, Germany, Italy, Romania and Denmark.
